widgetbucks really pays?

guys there are a lot of discussions going on about the widgetbucks ppc program.Some saying its a scam and some saying its not a scam.what is correct?however it may be scam or paying program ,they have not issued payments to anyone since its launch.Bcos it released only on this october and you will get money only after 45$ when you achieved a limit of 50$.its easy bcos u r getting 25$ as sign up bonus.So if its a real paying program it will create waves in ppc programs because their ppc rate compared to the adsense program.
